PENNELL OF CARL JUNCTION ON TUESDAY JULY 1, 2008 AT 7:00 PM. Approved Minutes The Carl Junction City Council met in regular session on Tuesday July 1, 2008 at 7:00 PM at City Hall. Mayor Mike Moss called the meeting to order with the following present: Richard Zaccardelli, Don Marshall, Dee Lynn Davey and Wayne Smith. Aldermen Carl Skaggs, Mark Powers, Pat Smith and Walter Hayes were absent. Also present were City Clerk Maribeth Matney and City Attorney Mike Talley. There is not a quorum but the attending council will hear any public forum and general discussion that the attendee’s of the meeting wish to have that does not require a vote of the council. PUBLIC FORUM Jane Mitchell, Carl Junction Cultivator’s Club, wished to discuss their upcoming project. The club consists of 18 women. The club is putting together money to redesign the entrance of Carl Junction at Hwy 171 and Hwy Z. They are going to use the money from their plant sales and are now in the process of trying to solicit donations to help with that project. The Carl Junction Chamber has committed $1000 towards the project, so they now have $3500. They are getting bids on the project. They want to use decorative stones for the border. They would also like to put up flag poles to make it more appealing. She said that the poles will be the most expensive. They would also like to put up a city sign also. They would like for the City to participate in this project, whether it is donated labor, assistance in supplies or money toward the project. They will also need electricity to the garden for the light for the flag poles. They have made a commitment to the project and they hope the City can help make it happen. There was a lot of discussion on this project on how the City can help. Mayor Moss said that he will put them on the agenda for the 7/15/08 meeting as a line item for discussion. Jane Mitchell also said that they would like city input on the design also. Her phone number is 624-5234. Brian Vediz, 101 Briarbrook Drive, addressed the council about the walking trail. He has 2 small kids and he does not want the trail going in next to his house. He wants his yard to be safe for his children to play and not be afraid of predators walking by. Burglary is also a concern. He said that the trail is a good idea but not in his yard. He also wondered about his liability. He asked if it would be an option to move it on the other side of the Damm’s house. Mayor Moss said it would be no different then a sidewalk going along the front of his property. He said he did not know anything about it until the stakes were put up. He understands that it will only be 10’ wide but the 100’ looks like a freeway. Richard explained that it is the intent to go down to Fir Road and use the old railroad bed. Mr. Vediz said he has a gorgeous view and does not want it ruined. He has concerns. He was invited to come to talk to the staff and engineers to see if we can address his concerns. Mr. Vediz is also concerned about it altering the value of his home. He said it limits the salability of his house. There was some more general discussion about the plans for the trail. Ron Shaw then introduced Derick Williams to the council. He is the new police officer that was to be appointed tonight. He is a Carl Junction graduate. Mayor Moss then stated that he would like to appoint Derick Williams to the Police Department with the approval of the council. After some discussion a special meeting was set for 8:00 AM 7/3/08 so that we can appoint Derick to the department. REPORTS The council reviewed the administration’s report. It was reported to the council also that the architects will be here Wednesday 7/9/08 at 9:30 AM for another meeting. Steve Lawver pointed out the draft of the G-1 zoning district that he would like for the council to look at. This is for green space. He also handed out to the Public Facilities Committee the 3 bids he received for our long range transportation plan we are considering. Steve said will be making his recommendation to the committee. Steve also said that they are setting up a Newly Elected Officials meeting through HSTCC that MML will put on locally. It was stated that the land we purchased is looking good. Mayor Moss said we need to decide what we are going to put in there. UNFINISHED BUSINESS There was none. NEW BUSINESS The City Clerk asked who would be attending the MML meeting. Wayne Smith and Richard Zaccardelli both said they would like to go.
