Approved Minutes

The Carl Junction City Council met in emergency session on Friday May 8, 2009 at 5:00 PM at the Police Department. Mayor Mike Moss called the meeting to order with the following present: Richard Zaccardelli, Don Marshall, Carl Skaggs, Mark Powers (arrived at 5:10 PM), Steve Daniels, Dee Lynn Davey and Wayne Smith. Alderman Walter Hayes was absent. Also present were City Administrator Steve Lawver, City Clerk Maribeth Matney, Chief Haase and Public Works Superintendent Jim Chaligoj.

Mayor Moss turned the meeting over to Jim Chaligoj to give an update on the water situation. He reported that #7 well should have power in an hour. Steve said that we lost the roof on the #7 well house, lost some sofit on the WWTP and some trees in the parks. We also have a leak at the police department but we think that it was due to the hard rain and it blew in. We had the streets cleared by 11:30 AM.

Chief Haase said that it was pretty quiet now. They have some well being checks and they will run a double shift tonight since there is no power to prevent vandalism. We lost the animal kennel at the public works facility.

Jim Chaligoj asked what the council wanted to do about the debris. As of now FEMA has not stepped in and so this could be at our expense. He will try to do it with no overtime and do it during the day. We will have public works open tomorrow for residents to bring the debris in from 8:00 AM to dusk. We need to tell the residents to get it out to curbside if they can’t bring it to us. We will try to do a pick up in 1-2 weeks. We need to give people time to get it out.

Dee Lynn asked about a shelter. There were 1-2 people at the police department and the fire station is feeding people tonight.

Jimmy reported that the WWTP is up and running. We had 2 generators brought in at $1640/each. Empire said they hope to have us up in 5 days. Our insurance company will cover the rental on the generators. We have a lot of poles down. Tiff City has brought in a generator to fill our water towers. We need to have the people stop washing their house. We need to conserve water so we should be good there. We did not have a bypass at the plant because we got the generators in time. It was close though. The lift station at Deerfield has to be pumped a lot and we are going around to all the lift stations. There is a lot of debris from this storm.

Chief Haase said that their generator is up and running and they have the gas situation taken care of.

There was discussion about renting or buying a Bobcat for debris pickup. The Mayor stated that he had declared we were in a state of emergency and that we will operate under those provisions allowed by our code.

Richard Zaccardelli motioned to adjourn the meeting. Don Marshall seconded. All in favor. No opposed. Meeting adjourned at 5:30 PM.
